PHP bindings

Noted the missing PHP support while assessing if Yamlscript could help with development/test environment configurations and such in general.

Sorry it took so long but I finally got a PHP binding out just now.

Can you try out https://github.com/yaml/yamlscript-php for me?

@ingydotnet Studied the code and did quick testing and it seems to work fine. It didn't resolve system installed ys but worked with manually downloaded shared library file set in the YAMLScript constructor.
