Filtering UI appears broken #793
Description
In one install of Stream, the "Start" and "End" date are exposed inline and the other dropdowns appear improperly populated. See screenshot: https://cloudup.com/caADpVKTPdz

In a separate install, the UI doesn't appear broken but isn't populated either. Note "Users" in this screenshot: https://cloudup.com/cu53_DbaCuX
