The test_fail2ban_running and test_fail2ban_default_jail_config tests ran unconditionally, causing failures on jobs where fail2ban is not enabled (e.g. kayobe-overcloud-host-configure-centos10s). Rather than enabling fail2ban on all jobs, pass the fail2ban_enabled CI variable as a FAIL2BAN_ENABLED environment variable to testinfra and skip the fail2ban tests when it is not set.
