`ln_s` has a `target_directory` option, but does nothing with it

As the title says, `target_directory` is unused.  `ln_sr` does seem to support it, and `ln_sf` doesn't take the option at all.  It would be nice to get the correct behavior when setting it to `false` for `ln_s` and for `ln_sf` to forward it.
