Promote LimitRateInterceptor to rsocket-core where it is more visible and handily available out of the box. Although it's easy to apply limitRate individually to streams, the interceptor is useful for applying it consistently from a single place. Signed-off-by: Rossen Stoyanchev <[email protected]>
