What is the current behavior?
Net 8 was added by changing to Netstandard 2.1
This left some additional functionality abilities out.
What is the new behavior?
Changed back to the Individual Targets to re enable the additional features.
Remove Net 7.0 as is now out of support.
Updated tests.
What might this PR break?
No Release has occurred between this PR and the initial Net 8 support.
