Fix headings hidden under fixed header when using anchor links

What this PR does

Prevents section headings from being hidden under the fixed header when internal anchor links are used.

How

Applies a CSS scroll-margin-top to heading elements so that anchor-based scrolling offsets correctly.

Context

Resolves #10744
