This already works. The missing piece is that the API key needs to be set as a user-level environment variable. Microsoft's Codex/Azure setup uses env_key = "AZURE_OPENAI_API_KEY", and env_key must point to an environment variable rather than contain the raw key itself.

On Windows, you can set it for the current user in PowerShell with:
[Environment]::SetEnvironmentVariable("AZURE_OPENAI_API_KEY", "<key>", "User")
