docs: fix branch name 'develop' to 'staging' in hotfix workflow#3266

The hotfix workflow section incorrectly referred to 'develop' three times in the exception paragraph. This repo uses 'staging' (not 'develop') as the integration branch throughout this document and the rest of the codebase.
