[BUG] Klusterlet has no ARM64 images available

What happened:

If we want to deploy MicroShift on ARM based devices, and get it controlled by ACM, we would need to build multi-arch images for klusterlet.

What you expected to happen:

To seamlessly import a MicroShift cluster into ACM

How to reproduce it (as minimally and precisely as possible):

1. ACM Hub: Create Import cluster command
2. MicroShift: execute import command
