There are two RootfsPropagation fields, one is Linux.RootfsPropagation, the other one is LinuxRuntime.RootfsPropagation. They are duplicated, one of them should be removed. The RootfsPropagation is definitely a runtime specific configuration, so we remove the one of Linux.RootfsPropagation.
