Nominating @apapirovski to the TSC

I'd like to nominate Anatoli Papirovski (@apapirovski) to be a member of the Technical Steering Committee (TSC).

Anatoli has been very active in many efforts including http2 and test stability. They have also been a bit of a GitHub issue tracker custodian, which is always a good thing. And they have been an absolute pleasure to work with, being an excellent and positive communicator.

Anatoli: We'll invite you to the next few meetings as an guest and you can get a feel for things before we make a final decision.
