Groupfolder occ commands failed as soon as a subfolder is created by the web interface

Steps to reproduce

1. Create a group folder from settings
   get its id with php occ groupfolders:list
   if for example 131 is the ID of this groupfolder scan it with php occ groupfolders:scan 131

2. Then from files create a new text file in this folder and scan again the folder with occ command

3. Once you remove the newly created subfolder, occ return to normal execution

The backtrace indicates that the error is caused by the workflowengine. What rules do you have?

After test I found that as soon as an automated tagging rule using "Request URL" as filter is set, this bug happen
once the rule is deleted the occ scan works fine

This looks like the same issue as nextcloud/files_automatedtagging#526
