[stable21] Fix "Enable notification emails"

Probably a stupid question: But where can I see a description of the actual issue which was supposed to be fixed?
Reason for asking: we upgraded to v21.0.4. However we are experiencing a bug which disables the central notification setting, respectively one cannot enable it again via WebGUI. Please have a look at the community post:

It came in via a customer report

The "Enable notification emails" check button in the Admin Settings -> Activity -> Notifications is not working properly. If it is via the occ command, it can be turned on and off.

And this here should fix that.

but yeah seems to not be the case anymore. Also see the comment in #609

Same here. When do you fix this annoying bug?

• Notification checkbox cannot be enabled again in GUI (but only on database level)
• Notification mails (if there are file changes in a folder) don't get sent
