Add CUDA_VISIBLE_DEVICES environment variable when using the --gpus flag

Install and try using:

virtualenv -p python3 env && source ./env/bin/activate

git clone https://github.com/mlcommons/mlcube && cd ./mlcube

git fetch origin pull/345/head:feature/docker_gpu && git checkout feature/docker_gpu

pip install -r requirements-dev.txt && pip install -e ./mlcube

pip install -e ./runners/mlcube_docker
