Why this PR?
Application Insights JS SDK will automatically set
ai_usercookie. The cookie value is the same ascontext.userIf we treat anonymous users as userId="", then when doing percentile targeting/variant allocation, then all anonymous users will get the same percentile. We want to utilize the user id cookie to distinguish anonymous users.
