Investigate why justification/finalization lags behind head by more than 2 slots #131
Description
During interop devnets, we noticed justification and finalization lags behind the head by >3 slots. This is weird, since in perfect synchrony conditions justification should take 1-2 slots and finalization 2-4 slots.
Even when running a local devnet this happens, which is weird. We should confirm this is not an issue with ethlambda.
