As discussed over e-mail, this PR introduces a `GOVERNANCE.md` file. This is a GitHub [community health file](https://docs.github.com/en/communities/setting-up-your-project-for-healthy-contributions/creating-a-default-community-health-file), so it will automatically appear in every `ksef4dev` repository. It documents roles, decision-making, and the path to maintainership and signals to the public that this is an actively maintained, multi-person project. This is a draft; BDFLs should adjust it to reflect how the project actually runs. ### Open question: language policy Should we add a preferred language for discussions? A reasonable default: > *Polish is the default language. English is welcome if a participant opens the conversation in English.*
