This PR enables Vulkan validation layer in
bindless_images/vulkan_interop/vulkan_setup.hppwhich is used by new tests in bindless images interop for Vulkan testsIt fixes issue with missing Vulkan validation layer in e2e tests by propagating
VK_ADD_LAYER_PATHintest-e2e/lit.cfg.py.
