change the URL of the final-review page for a given draft #30

would like to change the form of the URL from A to B to use the RFC number.
A) https://queue.staging.rfc-editor.org/final-review/[draftstring]
B) https://queue.staging.rfc-editor.org/final-review/[rfcnumber]

For example:

  • https://www.rfc-editor.org/auth48/rfc9914 (the page being replaced)
  • https://queue.staging.rfc-editor.org/final-review/draft-ietf-roll-dao-projection/ (staging)
  • https://queue.rfc-editor.org/final-review/draft-ietf-roll-dao-projection/ (future production, presumably)
  • https://queue.rfc-editor.org/final-review/rfc9914 (requested)

Rationale: this URL is used frequently as the entry point for a given doc's final review status, and the RPC refers to the document by its number as soon as Final Review starts. Also, the URL w/ the RFC number is shorter. AFAICT, this URL is not included on the Routes spreadsheet.
