Statistics Graph card: Add link to history query

Description

This PR adds a link to the History panel in the Statistics Graph card header, similar to the existing functionality in the History Graph card.

Motivation and Context

The Statistics Graph card is much faster than the History Graph card for long-term data, but it lacks the ability to quickly drill down into the detailed history view. This change adds a "next" icon to the card header (when a title is present) that links to the history panel with the correct entity and start date pre-selected.

How Has This Been Tested?

  • Manual verification: Added a statistics graph card and verified the link appears and navigates correctly.
  • This codebase does not appear to have specific unit tests for these cards (checked test dir and co-located files).
