create container for Navigation #1

From my understanding it should be possible to run this on a Laptop / Server or on the RasPi itself. In live mode it should run on the Pi but for testing it should also be possible to just run on a Laptop.
This should provide:

  • Slam via Nav2
  • A way to start/stop mapping (probably also via Nav2)
