It tests a variety of scenarios: varying task size, the number of tasks, whether the tasks might be memory bound, and the presence of other stuff happening on the system at the same time. The output of the test should be scrapeable from buildbot logs so that we can test threadpool change performance implications on the bots.
Also adds the ability to set/get the threadpool size from JIT-land.
