Support inserting missing (and validating?) License Headers

Background: I'm working on google/adk-java#168, see google/adk-java#210.

It occurred to me that in a perfect world it might be neat if google-java-format were also inserting missing (and validating?) License Headers.

I would imagine that this wouldn't use a fixed license header hard-coded in this wonderful tool, but instead just use configuration files like this one.

Would the maintainers of this project potentially consider this to be "in scope" of this tool? Or would you prefer focusing this tool purely on Java code format? (And thus recommend users use other tools to insert and validate license headers.(

I think this is probably out of scope for the formatter, it is very focused on whitespace issues and not more general linting.
