Added all runtime manager actions (ruby/setup-ruby, oven-sh/setup-bun, denoland/setup-deno, erlef/setup-beam, haskell-actions/setup, astral-sh/setup-uv) to the trusted actions list in safe_update_enforcement.go. The list is dynamically derived from knownRuntimes in runtime_definitions.go so it stays in sync automatically. Recompiled all 187 workflows. See 24d5aa7.
