Adds repository-specific GitHub Copilot coding-agent instructions to help contributors/agents navigate the monorepo, common workflows, and the shared E2E harness.
Changes:
- Introduces
.github/copilot-instructions.mdwith repo architecture pointers and key entrypoints. - Documents common
just/language-specific install, format, lint, and test commands. - Summarizes E2E harness + snapshot workflow and a few project-specific concepts (streaming, infinite sessions, typegen).

This fixes #158 to give a good starting point for Github Copilot when it works on this codebase.
