We don't seem to have User Level Hooks? It would be great if we did, because I always forget to put hook.json in repo/.github/hooks and Git hooks usually don't add hooks for me.

Also, would it be even better if there were slash commands like /hooks [list|add|remove]?

+1 on this. I'm working on adding Copilot CLI support to Agent of Empires, which manages multiple AI agent sessions via tmux. AoE uses hooks for reliable status detection (running/waiting/idle) -- this works great with Claude Code's global settings.json hooks, but Copilot CLI's project-dir approach (.github/hooks/) makes it harder to integrate generically. Global hooks support would make this much cleaner.
