The old version had a bug related to go autobuilding, so we only want to respect the feature flag for the version that has the fix.

The old version had a bug related to go autobuilding, so we only want to
respect the feature flag for the version that has the fix.
Older versions of the action still accidentally might enable the feature flag, but the bug is low-enough impact that I don't think we need to take special precautions for this case.
