Update dev topic with links to matrix and SIG

I know that dev topic is not strictly tool development. But tool-devs SIG is the closest one we have. Any comments and discussions are welcome :)

At the moment I added only tools-iuc matrix channel not the tool-devs room :)

Before, there was only a link for the dev matrix channel. I think this link should stay under a different community_ctas item. Something like "Global Galaxy project code development".

1. Global Galaxy project code development with link to dev matrix channel
2. Tools IUC matrix channel link
3. Galaxy tool devs SIG link

Should I include the tools-devs matrix channel as th 4th one?
