What this PR changes/adds
PR removes the releases folder as all normative documents up to and including
2024-1are published via https://github.com/International-Data-Spaces-Association/ids-specification/Why it does that
remove redundancy
Further notes
w3id referrals for 2024-1 and v0.8 are already pointing back to the ids-specifications repository.
