Thanks, I forgot about this comment #89255 (comment) and fixed the test to merge on green even though it was expected for it to fail without the new ICU file. Now it should be fine.

Encountered conflict between 'Platform:libc++.so.1' and 'CopyLocal:/home/directhex/Projects/runtime/.packages/runtime.linux-x64.microsoft.netcore.runtime.jit.tools/16.0.5-alpha.1.23401.4/runtimes/linux-x64/native/libc++.so.1'. Choosing 'Platform:libc++.so.1' because it comes from a package that is preferred.

It seems that by design, files from nupkgs which match files from the runtime (i.e. libc++.so.1) are considered conflicts during CopyLocal resolution, and skipped. Thus we can't depend on CopyLocal behaviour in SuperFileCheck.csproj to get the required .so files into the same directory as the executables.
