[browser] fix legacy interop tests

By renaming test project I unknowingly excluded it from CI in #75122 and it was not running there since.

• this renames the project to name which is matched

  runtime/src/libraries/tests.proj

• fixes timer tests broken by rename in [browser] threads & js cleanup #86278
  • renamed mono_wasm_set_timeout_exec -> mono_wasm_schedule_timer_tick
• adds back mono_intern_string as legacy stringToMonoStringIntern
• adds back test removed in [browser][mt] Update memory views after growth, refactor string processing, fix SharedArrayBuffer detection #86664
• renames js_string_to_mono_string to stringToMonoStringUnsafe internaly
• uses globalThis.setTimeout consistently
• renamed _store_string_in_intern_table to storeStringInInternTable
• renamed js_string_to_mono_string_new_root to stringToMonoStringNewRoot
