If a type is preinitialized, we shouldn't need the cctor pointer anymore. This was the only thing keeping around general-purpose comparers logic after @EgorBo's #83054.

Issue Details

If a type is preinitialized, we shouldn't need the cctor pointer anymore. This was the only thing keeping around general-purpose comparers logic after @EgorBo's #83054.
