Add Python Weather App with Map

I'd like to add a Python Weather App to the repository.

It will use a Tkinter frontend with the OpenWeatherMap API for live weather data, and display a static map from OpenStreetMap using the staticmap library (no map API key required).

It will use Python Flet Librarie for interactive UI with OpenWeatherMap API for live weather data, and display a multilayer map using OpenStreetMap and Flet map function. This will allow you to interact with map, zoom in and zoom out map, collect info about weather in particular region, etc.
