When an item with a handle is versioned, the new item receives a new handle. However, when an item with OAI is versioned, the OAI identifier remains unchanged. Fix this behavior.

@milanmajchrak The necessary settings—such as the DOI server, user, password, etc.—must be configured in local.cfg. All of these settings are already present in the local.cfg on dev5.
