create environment variable to toggle logging (verbose)

Similar to how Nx allows using CLI parameters but also environment variables to enable/suppress logs or cache, we should be allowing users to have these very important options set in env.

• CP_VERBOSE - override --verbose setting and make sure all logs are on most verbose level
