missing database definition for some blob store definitions

Description

While exploring missing licenses, it was discovered that some production definitions are missing from the database. Need to determine the best way to locate and rebuild the definitions missing for this reason.

Impact

43,814,152  blob definitions
42,167,028  DB definitions
-----------
 1,647,124  missing DB definitions

NOTE: Approximate because the number of blobs and DB definitions are always increasing.

Approach

Need to write a script that sends a request to rebuild the definition. Want to try and avoid the need to touch every definition.
