qemu: Move from qemu-lite to qemu-cc

Note: this work was put on hold until post-beta (and post-release) because there were regressions with CRI-O testing on Semaphore CI (Ubuntu 14.04). We could not reproduce on newer systems, and since our plan was to move away from semaphore, debug of the issue was dropped.
