Remove cron

We can remove cron or at least stop installing it once these PRs are merged:

• Replace acmetool cronjob with a timer #719
• feat: remove /metrics from the website #703

Let's not remove it, in case the server uses cronjobs for something different. It's also pre-installed on Debian 12 afaik?

Still makes sense to remove all usage of cron for chatmail relay setups, and just depend on systemd for timed things because we also otherwise depend on systemd anyway, and it provides better logging etc. Let's maybe just state it in the upcoming relay docs (after the mentioned PRs are merged) that cron is not used but leave it installed for now, also is less disruptive to someone having fiddled some cron jobs on top, and we don't really need to care.
