This code was left in intentionally, so that it can be used to help with debugging and/or as a visual aid when using MarqueeLabel.

However I realize now that using the standard DEBUG flag may result it in it being activated when not specifically desired. I've switched the flag to MARQUEELABEL_DEBUG to let users be more specific in using it!
