Make version modification twice as two commits:

  • First, to v0.22.0 on main branch.
  • Second, to v0.23.dev0 on main branch in one PR.

NOTE: Don't squash when merge.

we plan to do a 0.1.0 cut of tvm-ffi this week, i know it might delay what we have here slightly, but it can help us to have a stable dep, so would be good to wait until we bring in that. ideally we should be able to cut around end of week/early next week. thanks @ysh329
