Add shortcut for JOOQ code generation in sbt

Feature Summary

In PR #3746, we integrated JOOQ code generation into the SBT build system. The JOOQ generation task now runs before compilation by default. However, in some cases, developers may want to run it after compilation or independently of it.

Proposed Solution or Design

sbt jooqgen
Or we can think about a better name, but keep it short.

we have sbt protocGenerate from sbt-protoc, shall we do a similar command sbt jooqGenerate?
