Add Python 3.13 to the test matrix

With #1355 in, I think it would be good to also explore adding 3.13 to the GitHub actions test matrix.

Pretty sure blocked on 3.13 because of ray-project/ray#52819

I am unable to make install in a fresh 3.13 venv

ray-project/ray#54405 was merged and I am able to install ray in a fresh 3.13 venv with the following:

1. Raise the upper bound on ray in pyproject.toml from <=2.44.0 to <=2.48.0
2. poetry lock --no-cache --regenerate
   And then installing
