I was running into env issues which kept me from generating 3.13 requirements, but this should get generated before we start publishing 3.13 containers anyways.

This starts actually pushing ML containers which we have requirements files for. Initially this will just be a set of containers with some broad extra dependencies installed. Over time, we can try to make more targeted containers (e.g. Tensorflow/torch/jax images).
