GA migration PreCommit Website

As part of the migration of Precommit and Postcommit Jobs from Jenkins to GA in self-hosted runners, this PR contains:

• Migrated workflow job-precommit-typescript.yml
• Migrated workflow job-precommit-website-stage-gcs.yml
• Migrated workflow job-precommit-website.yml

The migrated workflows were removed from .test-infra/jenkins/README.md and added to CI.md

DO NOT MERGE until the effort to use self-hosted runners is completed #22703

P.S. Website jobs are failing in Jenkins due to some missing env vars because of some changes in the build.gradle, but those exist and success for the new workflows in GA.
