[browse] Rename or move should get similar treatment to delete

Renaming an existing URL has caused ghost pages to appear as our publishers are renaming pages without requesting us to delete and add a redirect for the previous version of the URL.

Since only admins have access to the redirect sheet, we'd like to limit access to the renaming feature by either option below:

• Disable the page url renaming feature for specific user group / non-admin level users

• Add a dialog box pop-up similar to the one currently in place for Delete, asking users if they have already requested a redirect and deletion of the previous page version.

Our publishers will rename urls and forget to delete + redirect old page versions, leading to the creation of lots of ghost pages we'll need to fix.

I think it makes a lot of sense to add a confirmation dialog for both rename and move.

On rename, we would trigger it after the check is pressed.
On move, it would follow a nearly identical pattern to delete. Similarly, we would only allow for un-publish if we know we can reliably un-publish. This means folders are out and we would simply warn authors the same way we do for delete.
