Harden CI workflows, fix lint errors in generated files, and refine rsbuild build environment handling.

CI failures were addressed by guarding Nx Cloud steps, restricting preview publishing to the TanStack organization, and granting necessary permissions to the autofix action. Lint errors in generated LLM documentation files were resolved by disabling the no-useless-escape rule for those specific files. The rsbuild plugin was updated to consistently define process.env.NODE_ENV during builds, aligning with Vite's behavior.
