Make IDE model compatible with graph model

For the IDE model, simulation with spatial resolution should also be possible. For this purpose, the existing graph model and the IDE model should be adapted so that it is possible to use the IDE model in the location nodes.

We do this by adding a graph simulation fucntion that requires no mobility as we do not have defined any mobility rules for the IDE model currently.
