What is the context of "unique value" here?

What happens if two different users clone this repo, rename it to the name of their new plugin (there will be two different plugins with different names at this point), then they happen to pick the same "unique value"?

Chances for this to happen are low of course, yet is there some central database of plugins with assigned unique plugin IDs?

The unique value is similar to a port number.

Not sure how RS would handle having more than one service using the same ID - doubt it would like it.
The rename plugin script also needs to change the file and/or class name NEMainWindow - currently they confict and prevent two generated plugins working correctly!
