Description
This fixes the broken local docs build.
I've also refactored the sphinx docs build to use uv. I've updated the github workflows to use uv as well. additionally I have updated the READMEs to remove legacy content and document the new build system.
I have renamed the
docsdirectory tosphinxto be consistent with other repos and to fix the language detection on github.I have touched some of the manual pages but that was only to resolve some crosslinks. No substantial content change.
